Further to the entry into force of the Lisbon Treaty the terminology of the Guide has been adapted to be in line with it. The European Community has been replaced by the European Union, while the European Atomic Energy Community "Euratom" continues to exist. For the same reasons, the FP7 Model Grant Agreement was modified recently.

Furthermore, on 29 April 2010 the Commission has adopted a Communication to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on "Simplifying the implementation of the research framework programmes" (COM (2010) 187) ("Communication on Simplification"). Further adaptations which may result from this Communication will be taken into account in a future update of this Guide.

It is important to remember that the only scope of the Guide is to provide interpretation on the legal texts (and in particular the ECGA), and that it cannot derogate from them. These guidelines reflect the interpretation of the Commission of the provisions of the ECGA; however, only the provisions of the signed grant agreement are binding.

European Biofuels Technology Platform - Strategic Research Agenda For public consultation (version longue)

In January 2008, EBTP presented a collective view1 of the main Research, Development and Demonstration (R&D&D) priorities and accompanying deployment measures required for a successful implementation of sustainable and competitive biofuels in the EU. This document identified the 3 critical areas in which technology development should play a key role (feedstocks, conversion processes, end-use technologies) and highlighted clearly that the winning options would be the pathways (combination of feedstock, conversion and end products) best addressing combined strategic and sustainability targets: environmental performances (green house
gas reduction, biodiversity, water, local emissions), security and diversification of energy supply, economic competitiveness and public awareness. This 2010 update is strongly rooted in these core findings which remain fully valid. The purpose of the update is to present a synthetic view of the most significant recent developments (technical and non technical) of relevance to biofuels and to highlight corresponding R&D&D priorities. The format is deliberately concise, aiming at presenting a simple view of this complex area and not claiming an exhaustive coverage. It is based on the broad basis of collective expertise of EBTP working groups, gathering actors across the biofuels value chains: feedstock providers, biofuels and bio-energy producers, technology vendors, transportation fuels marketers, automotive industry, aviation industry, research & technology development organisations and NGO’s.

Towards an Intellectual Property Rights Strategy for Innovation in Europe

On October 13, 2009 the Science and Technology Options Assessment Panel (STOA) together with Knowledge Innovation/The Lisbon Forum, supported by Technopolis Consulting Group and TNO, organised a half-day workshop entitled ‘Towards an Intellectual Property Rights Strategy for Innovation in Europe’. This workshop was part of the 1st European Innovation Summit at the European Parliament which took place on 13 October and 14 October 2009. It addressed the topics of the evolution and current issues concerning the European Patent System as well as International Protection and Enforcement of IPR (with special consideration of issues pertaining to IP enforcement in the Digital Environment). Conclusions drawn point to the benefits of a comprehensive European IPR strategy, covering a broad range of IP instruments and topics.

This document is structured as follows: Following an outline of the methodology employed (section 3), the study examines in two distinct chapters (chapters 4 and 5) the developments towards a unified European patent system (with a Community patent), and the ‘International Protection and Enforcement of IPR, with Consideration of Issues Pertaining to IP enforcement in the Digital Environment’. Both of these two chapters will be sub-divided into two sections, one providing some background information, and one presenting main points of view of the discussants at the workshop (as provided in their abstracts).
